In a dangerous modern precedent, Russia has de-ratified the Nuclear Test Ban Treaty. Since the outbreak of Russia’s full-scale invasion of Ukraine, Vladimir Putin and his regime has been continuously threatening to use nuclear weapons against its foes. Meanwhile, on November 5th the Kremlin claimed that it had successfully test-launched a nuclear powered intercontinental ballistic missile capable of carrying nuclear warheads, from one of its submarines. So, does this latest round of sabre rattling really pose a threat? and how ready is the West to counter this new development?
