Governments harnessing the power of data to get value for money

Project Details

Description

The project consists of two studies exploring the efficacy of the Office for Students Proceed metric within the b3 regulations. The Proceed metric stipulates that if universities and their provision do not have 60% with positive outcomes (Graduate jobs, further study etc.) within 15 months of graduating then the OfS can take financial and regulatory action against a university. OfS will investigate courses where the 90% upper confidence interval does not cross the 60% threshold and take action when the 95% confidence interval does not cross the threshold. This first study will compare the use of 90 and 95% CI to using 95 and 99% CI to see how this affects the number of false positive and false negatives. Second, the OfS computes confidence interval using the Jeffrey method however, the literature suggest this method can lack precision compared to methods like the Wilson or Agresti and Coull method.
