N2 - This systematic review, conducted in accordance with PRISMA 2020, synthesizes findings of 40 empirical studies from Web of Science database to explore the complex transition from entrepreneurial intention (EI) to entrepreneurial behavior (EB). The analysis reveals a field constrained by theoretical fragmentation that fail to integrate psychological, social, and contextual dimensions, a methodological overreliance on student samples and cross-sectional designs; and a neglect of key contextual mediators and moderators such as digital disruption and serendipity. In response, we propose an integrated, multi-level framework that clarifies how psychological, social, and institutional factors interact to bridge the EI-EB gap. This framework offers a significant theoretical advancement by reconciling disparate theoretical lenses and provides actionable guidance for scholars, educators, and policymakers seeking to foster more effective entrepreneurial action in a volatile, post-pandemic world. We also highlight the need for longitudinal and mixed-method research, as well as greater sample diversity beyond academic settings.
