    Abstract

This paper uses information from a project that is currently underway in Portugal, presenting a methodology to develop a country-level evaluation of project practices. It introduces the concept of developing “Project Management Country Capability,” which is being developed based on 100 organization case studies, based on PMI's The Organizational Project Management Maturity Model (OPM3®). The organizational maturity models that are used these days are presented, and OPM3® main concepts and history are also presented. The relevant literature is reviewed. The OPM3 Portugal project is described in detail and benefits and next steps are introduced.
