Abstract

Plastics circularity has been a core topic in the Global Plastics Treaty negotiations and discussions, highlighting the need for a clear, consistent definition. This brief identifies a set of core conditions that define plastics circularity and accompanying principles to guide decision-making. The analysis is based on a coded inventory of over 200 definitions from the academic literature and published reports, expert interviews, and a workshop with policy specialists.
