Abstract
In a recent critique of British higher education, Burton Clark (1993) has pointed to the disadvantages of limited scale, of both universities and their constituent departments, for the prosecution of high quality work. He argues that 'the department that is radically undersized by international as well as domestic standards then has a quantity problem that them becomes a quality problem'. Is he correct? Are the larger departments in British universities those which in general produce the highest quality research?
