Abstract
The Colombian Government is committed to developing a ‘single window’ approach to improve coordination between employment services and subsequently with poverty reduction programs. This report reviews policy design and implementation lessons from the introduction of analogous employment-focused single window or one-stop center reforms in OECD countries with a particular focus on the experience of the USA, Norway and Germany. It reviews selected best practices introduced in one-stop centers which have enabled co-located staff to improve the delivery of employment services to job seekers and employers. It also considers different approaches to co-locating service delivery and how such reforms have been implemented.
