Policing low-level disorder: police use of Section 5 of the Public Order Act 1986

Following a government review of public order law, the Public Order act 1986 introduced a structured series of offences to deal with disorder at all levels. Att the lower end of the range, section 5 covers various forms of offensive conduct likely to cause harassment, alarm or distress to vulnerable members of society.
