Abstract
This policy document provides a rationale; set of standards and structural framework for the provision of effective and appropriate education for all prisoners across the Correctional Services Agency. It does so by:
Embedding the prison education programme within international conventions and recommendations that outline obligations to provide education for all prisoners, regardless of age, gender, nationality, etc. In addition, this document has been informed by extensive consultation with stakeholders and draws from international research and best practice.
Providing a framework for developing and delivering an open, flexible and accessible prison education programme that ensures all prisoners can access and participate in an education programme tailored to their unique educational and employability needs.
Structuring a partnership approach between stakeholders to the provision of the education programme, and in particular, collaboration between the Correctional Services Agency and Educational Institutions to effectively maintain and quality assure its delivery.
Aligning this policy with other policy developed as part of this project.
