Abstract

The RIBA welcomes the early review of PAS 91,the high aspirations that were set at the launch and within the document have not be achieved in practice. The desired alignment, universal use and subsequent reduction in needless bureaucracy, has seen little change since its introduction. Indeed from many perspectives these have all got worse since PAS 91’s introduction.
In this submission we cover -
 The current document.
 Use of the document and the current procurement landscape.
 The overall packaging of the PAS and how it fits with the procurement world.
