Mr Andrew Packer
Before taking up an academic role at the University of Portsmouth I spent several years in industry as a consultant chartered quantity surveyor taking financial responsibility for the delivery of multi-million pound development projects in both private and public sectors.
More recently I have written texts covering procurement, costing and measurement and have designed and delivered bespoke courses for the construction industry. I have served as an executive member of the RICS Quantity Surveying and Construction Professional Group and was instrumental in establishing the first RICS accredited courses in the Russian Federation.
I have research interests and published papers on neural networks and embodied carbon. I am also an External Examiner for RICS accredited courses and was elected as an executive member of The Council for Heads of the Built Environment (CHOBE) in 2010.
