Everyone’s watching, but is anyone listening?

This article will examine the seeming inexorable rise in the public protection machinery and question if this continued upward spiral is really necessary. Too often extreme violence ans sexual assault occurs in less public places, in those without a previous history of similar behaviour and in people who give off signs, but are either not taken seroiusly or ignored. Each new media-friendly incident triggers a new and usualyy harsher response. The need for such measures is questioned in the light of the predominant focis and site of dangerous behaviour.
